No he pillado una referencia en tiempos, la verdad, perdon.

Según leí:
Sobre mejor procesador: a mientras mas nucleos, mejor.

En software: aumentar la prioridad del proceso de codificación (y cerrar todas las aplicaciones de fondo).

Por lo que estaba leyendo, en FFmpeg se puede usar la GPU para escalar mientras la CPU codifica. Así se consigue lo mejor de dos mundos.

ffmpeg -hwaccel auto -i entrada.mp4 -vf "scale=1920:1080" -c:v libx264 -crf 18 -preset slow salida.mp4

No he hecho la prueba, pero parece la mejor alternativa para no perder calidad y acelerar un poco el proceso.

Pues ve hasta qué CPU le puedes poner a tu placa madre (¿modelo?¿tiene buena entega de energía al CPU?). Handbrake usa bien los hilos, así que mientras más mejor.
Seguramente aceptaría un i7 9700 los he viste a unas 80 lukas o un i9 (pero aquí el presupuesto se va a las pailas)
No sé si vale la pena gastarse ese presupuesto si por esas lukas se puede traer un kit xeon de Ali y posiblemente ande mejor
